onMouseOver

I just copied onMouseOver from one of my documents to another and 
find that it isn't working in the new document.  Here is a partial 
listing:

<TABLE CELLPADDING=0><TR><TD ALIGN=CENTER>
<A HREF="testc1.htm" onMouseOver='window.status="The first step of your journey"; return true'><IMG SRC=stars.gif BORDER=0  HEIGHT=61 WIDTH=89><BR>
<FONT SIZE=+3>Space</FONT></A>
</TD></TABLE>

Is there a problem with placing it in tables?  What is wrong?
