Cannot create new window

Hello y'all -

One of our clients is having intermittent problems with our site.  When he
clicks on the JS button that opens a new window and loads a form page into it,
he sometimes gets a "JavaScript: Cannot create New Window" (or something to
that effect) error.  Once this message pops up once, he consistently gets it
until he exits Netscape and restarts the app.  I have only once seen this at my
site, but I spend most of my time in front of a Unix box and he's on a
PowerMac.  Memory doesn't seem to be a problem, he has at least 10,000K extra
allocated to Netscape.

The command I use to call the window is:

var QueryWindow = window.open("", "QueryWindow",
                               "toolbar=1,menubar=1,scrollbars=1,resizable=1");

Any clues out there?
