Problems with window.open() options

[yuri@yuri6000.stil.scitex.com (Yuri Alkin)]

The following call that must open new window with toolbar and
menu opens window *** without any decoration ***. 

sample=open("","SampleWindow","width=500,height=70,toolbar=yes,menubar=yes");

Anybody know what's reason? Bug? Wrong usage?
