File access and goto("url")

1) can you access (open, read, write) files in javascript? any pointers to
info or function names?

2) is there a function that lets you just call an url? (ive got a button that,
when pushed, i want it to load a new page in another frame, so needs to call
something like <a href="url" target="otherframe"> any ideas?
